What is a customer worth to you?
Now think of your customer... if their end customer leaves due to this "% of damages" tell me what % is acceptable.
Mistakes happen, sure... but trying to measure the amount of mistakes an end customer could sustain begs the question, why are you not spending that very time identifying the problem and solving it vs. looking for a scape-goat.
Sorry if that sounded harsh, but no % is acceptable. Do they happen, yes, but that doesn't make them acceptable.
As for who is responsible. You are. That doesn't mean you did the damage, but since you're the face of the packaging to your customer you will be the first and only place to lay blame. It's unfortunate at times we get blamed for things we don't do, but it's life. Thus we must find that balance between sufficient packaging and non-over packaging yet keeping damages at the upmost minimal level.
it's a never ending game... but one if you get good at, can really make your mark in the industry.
